Vizita de documentare 2023 Federaţia Internaţionalǎ a Comunitǎţilor Educative,secţiunea Romȃnia (FICE Romȃnia) ȋnfiinţatǎ ȋn 1990, are ca obiective principale de activitate apǎrarea drepturilor copiilor, cu prioritate a celor aflaţi ȋn dificultate și perfecţionarea continuǎ a personalului ce lucreazǎ ȋn domeniul social,a celor care lucreazǎ cu tineri și copii . FICE Romȃnia are relaţii de colaborare cu toate secţiunile naţionale din Europa,SUA ,Canada,Brazilia, Africa de Sud ,Israel,India. Ȋn cei peste 33 de ani s-au organizat schimburi de experienţǎ,documentǎri,stagii de pregǎtire de trei sǎptǎmȃni și de 3-6 luni,cu: Germania,Franţa,Austria,Italia,Elveţia,Finlanda,Suedia,Olanda,Anglia,Ungaria,Polonia,Bulgaria,Serbia,SUA,Africa de Sud ,Israel,s.a. FICE Romania și FICE Israel dezvoltă de mai mulți ani o colaborare de excepție în domeniul educației, protecției sociale a copiilor și tinerilor. Această colaborare, care durează de peste 25 de ani, a reușit să promoveze schimburi de experiență și bune practici între specialiștii dintre cele două țări, evenimente științifice de înalt nivel, precum simpozioane, seminarii, ateliere de lucru, accesul la noi idei și abordări în domeniu. În perioada 29.05-04.06.2023 o delegație de 26 experți și profesioniști din domeniul educației și protecției copilului din Israel desfășoară o vizită de documentare - schimb de experiență și bune practici în România. În intervalul 28.05-30.05.2023 delegația din Israel, condusă de doamna Ira Kostinsky, inspector în cadrul departamentului rural din cadrul Ministerului Educației din Israel au poposit în comuna Cumpăna, județul Constanța. În data de 30.05.2023, s-a desfășurat Conferința internațională cu tema „Satul românesc - o oportunitate în politica de coeziune și dezvoltare a domeniului educației și asistenței sociale a Uniunii Europene”- „Proiecte și inițiative inspirate care ilustrează diferite aspecte ale satelor ca bază a politicii de coeziune și dezvoltare a Uniunii Europene”. Alături de delegația din Israel, de reprezentanți ai FICE Israel și FICE România, au fost prezenți și reprezentanți ai Asociației Comunelor din România, Direcției Generale de Asistență Socială și Protecția Copilului Constanța, Agenția Județeană pentru Plăți și Inspecție Socială Constanța, Centrul Județean de Resurse și Asistență Educațională Constanța, Centrul de Prevenire, Evaluare și Consiliere Antidrog Constanța, primari și specialiști din domeniul asistenței sociale din cadrul altor localități din județul Constanța, directori ai unităților de învățământ din comuna Cumpăna. În cadrul conferinței s-au discutat și schimbat informații importante din domeniul educației copiilor, a părinților acestora, despre forma de organizare din domeniul educației și protecției copilului din cele două țări. În aceste două domenii de activitate trebuie depusă o muncă perseverentă și continuă pentru a dezvolta proiecte în mediul rural, menite să vină în sprijinul beneficiarilor, respectiv copiii, prin care aceștia să își creeze un stil de viață sănătos, departe de abuzuri, violență, consumuri de droguri etc.. Importanța și rolul deosebit al schimbului de experiență și bune practici în domeniul educației și protecției copilului a fost concluzia conferinței de astăzi. Județul #Argeș a fost gazda unei importante delegații din #Israel , condusă de Ira Kostinsky, reprezentant al Ministerului Educației și Yoav Apelboim, vicepreședinte FICE (Federația Internațională a Comunităților Educative ) Israel, delegație din care au făcut parte specialiști în domeniul asistenței sociale și a zonelor de educație în acest domeniu care vin în sprijinul adulților și copiilor cu dizabilități. Delegația a fost însoțită și de Toma Mareș, președinte FICE România, originar chiar din Argeș. De altfel, parteneriatul dintre FICE Israel și Direcția Generală de Asistență Socială și Protecția Copilului Argeș este de peste 25 de ani, iar vizita de astăzi se încadrează în schimbul de experiență derulat între specialiștii D.G.A.S.P.C Argeș și cei israelieni. Delegația israeliană a vizitat, astăzi, Complexul de trei locuințe protejate şi Centrul de Zi din comuna Băbana și Complexul de Servicii pentru copii cu handicap din Trivale, iar la Curtea de Argeș s-au întâlnit cu voluntarii de la Fundația Umanitară Handrom � La Băbana, unde sunt oferite servicii pentru persoane adulte cu dizabilităţi, delegația a fost primită de președintele Consiliului Județean Argeș, Ion Mînzînă , de vicepreședintele Adrian Dumitru BUGHIU , administratorul public al județului, Cristian Puiu, și de directorul general al D.G.A.S.P.C Argeș, Tatiana Eftime. �Specialiștii din #Israel s-au arătat interesați nu numai de condițiile de la acest complex, ci și de serviciile de consiliere socială, deprinderi de viață independentă, consiliere psihologică, abilitare şi reabilitare, dezvoltarea abilităţilor lucrative, pregătirea pentru angajarea în muncă şi sprijin pentru menţinerea locului de muncă, integrare şi participare socială şi civică. "Au o mare experiență în acest domeniu de protecție al persoanelor cu probleme. Ne-am bucurat de acest prilej pentru a face un schimb de impresii legat de tot ceea ce se întâmplă la nivelul județului Argeș. Am primit felicitări pentru modul în care gândim aceste lucruri, pentru că sunt într-o concordanță deplină cu criteriile Uniunii Europene, datorită strategiei pe care am adoptat-o în domeniu la nivel județean. Trebuie să fim din ce în ce mai aproape de acești oameni care au nevoie de sprijinul nostru. Într-o societate în care uităm să ajutăm aproapele nostru, obligația noastră, a autorităților, este să venim în sprijinul acestor oameni. Colaborarea va continua, specialiștii noștri vor merge în Israel, țară care a rezolvat foarte bine această problematică”- Ion Mînzînă , președinte Consiliul Judetean Arges . "Vreau să spun cât de mult sunt impresionat de ceea ce se întâmplă în acest Complex. Nu mă așteptam să văd un loc atât de frumos, cu oameni atât de dedicați. Când am venit pentru prima dată în România, acum 20 de ani, am fost șocat de cât de rău arăta totul. Acum sunt șocat de cât de bine arată un astfel de Complex, de cât de dedicați sunt oamenii de aici, de respectul oferit persoanelor cu dizabilități. Vreau să spun <> Totul este grozav! CONFERINȚA NAȚIONALĂ 16-18 iunie 2022-Pădureni, județul Vaslui „Mecanisme integrate în procesul de inserție socio-profesională a tinerilor care părăsesc sistemul de protecție” Agenda conferintei Sinteza conferintei 17-18 iunie 2022 Federaţia Internaţională a Comunităţilor Educative - Secţiunea România (FICE România), în parteneriat cu Consiliul Județean Vaslui, Primăria comunei Pădureni, județul Vaslui, Direcția Generală de Asistență Socială și Protecția Copilului Vaslui și Asociația Comunelor din România, organizează conferința națională cu tema „Mecanisme integrate în procesul de inserție socio-profesională a tinerilor care părăsesc sistemul de protecție”. Evenimentul continuă seria de manifestări iniţiate de FICE România şi partenerii săi, inclusiv în perioada pandemiei de COVID 19 făcând cunoscute preocupările constante ale acestora în domeniul protecţiei şi promovării drepturilor copilului din România și se adresează profesioniştilor din domeniul protecţiei copilului, din educaţie, sănătate, justiţie, reprezentanților autorităţilor locale în scopul îmbunătăţirii şi profesionalizării serviciilor educative, de sănătate și protecție specială destinate copiilor. Conferința se va desfăşura în perioada 16-18 iunie 2022, în Centrul Cultural al comunei Pădureni, județul Vaslui, primirea și înregistrarea participanților din alte județe realizându-se din data de 16 iunie 2022, începând cu orele 16.00. NATIONAL CONFERENCE "PREVENTION OF ABUSE AND VIOLENCE ON CHILD - PUBLIC POLICIES RESPONSIBLE IN THE FIELD OF VIOLENCE AND PROMOTION THE RIGHTS OF THE CHILD " Bucharest, Parliament Palace, November 16, 2017 Synthesis of the event FICE Romania, remaining faithful, in all 27 years of activity, to the goal nobility for which it was founded, namely protection and promotion the rights of the child, gives a special interest to professional meetings and exchange of best practice among specialists working in the fields education, health, social assistance, considering such activities encourages the development of the child protection system and leads to developing appropriate services tailored to the needs of the beneficiaries social services. FICE Romania has, also this year, carried out a comprehensive program of involvement our country in the International Campaign "19 days of activism for prevention of violence against children and young people ", initiated in 2000 by the Women's World Summit Foundation (Geneva) and organized annually between November 1 and 19. At national level, participation in the edition The 2017 campaign peaked at the national conference with the theme "Prevention of Child Abuse and Violence - Public Policy responsible for the protection and promotion of children's rights ",held at the Parliament Palace on November 16, under the patronage of the Committee on European Affairs of the Romanian Senate and in in partnership with the National Authority for the Protection of Child's Rights and Adoption, the Association of Directors of DGASPCs (AD-DGASPC) and Association of Communes of Romania. It was the first time you convened by an organization non-governmental organizations, mayors and representatives of central public authorities and local people came to the representatives of the school, of the system social protection of the child and civil society to say what namely, to reduce the area of responsibility for violence on the children. They were represented by mayors, local councils, school inspectorates, directorates general social assistance and child protection, educational establishments universities, exponents of church, police, doctors, etc. The conference was a good opportunity to bring together specialists from all over the country (Bucharest, Constanta, Vaslui, Calarasi, Arges, Neamt, Giurgiu, Timis, Arad, Bacau, Ialomita, Iasi, Ilfov, Dambovita, Suceava, Alba) but and from abroad (Germany and Austria). The works will be read in the volume dedicated to the conference. Theoreticians and practitioners from different fields of activity (academics, teachers, researchers, senators, mayors, representatives of the Ministry of Labor and Social Policy, directors of the general directorates of social assistance and child protection from different counties of the country, psychologists, sociologists, journalists, doctors, police officers, etc.) have signaled that Romania would need: - Legislative changes - Improving interventions in favor of children, giving up laborerry and filling in certain forms in the context of non-existence sufficient specialists to be able to draw up the necessary documentation in accordance with the legal provisions - to supplement the posts for the specialists who are active both in the prevention and in the intervention - to pay special attention to the actual activities of the beneficiaries - to develop prevention services in local communities, at the level of public social assistance services and the activation of consultative community councils; - real collaboration between systems (public authorities - police - church - school - medical offices - dgaspc); - the development of native models, not the takeover of the which do not fit the Romanian specificity; - strengthening the relevant institutions to prevent violence; and child abuse; - sanctioning any form of violence against the child; - emphasizing the need to make parents more accountable for child care, protection and education. Objectives of the study visit Objectives of the study visit conducted in Israel were the following: Creating a learning experience and transfer of know-how, in order to see and compare models of social support and intervention in the field of regenerative services provided children and youth at risk, training, recognition and certification of skills. Analysis of issues related to the creation and operation of collaboration networks with specialists in social practice in Israel in order to improve their professional activities and get to know other models of social support. General objectives of a study visit can be summarized/enunciated this way: to allow participants to improve their understanding of the aspects specific to policies concerning the fields of common interest in their countries; to generate a continuous flow of ideas and information between all participants at the study programms, including both visitors and hosts; to improve the flow of information between member states of CE. The objectives of study visit made in Finland were the following: Accomplishment of a learning and know-how transfer, with the purpose to see and assimilate public-private collaborative patterns that can be used in its own work context, regarding services offered to people/groups in risk, professional training,recognistion and certification of abilities. Knowledge transfer by innovative learning experience, based on methodology of active training and Action Learning, elements of professional development, teamworking and experience exchange within the group of participants. A short description of the planned activities(from 1996) A group of 15 young Romanians and a group of 10 young Dutch will travel to the town of Schotten - Germany. Their accommodation will be the hostel for the "Education and social integration of young people". Here together with a group of 15 young German social workers, teachers and young people from the center they will exchange ideas on the modern pro-active and participative ways of social integration of young people. There will be a tour of the center and practical demonstrations made by the German young people from the center. Discussion sessions will focus on the latest evolutions in the field in Germany, Holland and Romania. Workshops will be organized using debates, discussions, practical activities and simulations in order to identify the main steps to be taken in the implementation of the aquis communautaire in this field. On returning the young Romanians will describe their impressions and experience in a press conference. A brochure will be edited detailing alternatives in the field as put into practice by EU members (with a special emphasis on the German and Dutch models), conclusions and proposals for improvement in this direction in Romania. This brochure will be distributed to all FICE units in the country as well as to all authorities with responsibilities in the field. Part III A) Background and motivation The starting point was a preliminary study based on scientific research done by FICE - Romania and entitled "Report on the social and professional course of youngsters leaving care centers on coming of age between 1990 - 1999". According to the report 70% of the 10 000 such young people are unemployed, 80% do not have a home, 70% have not started a family, etc. This bleak picture lead to the conclusion that the Romanian society does not observe the rights of children and young people to a satisfactory extent. Following this conclusion FICE - Romania organized in the year 2000 the international seminar on "The rights of children and young people - a social issue on the agenda of the NGO's" which involved 17 EU specialists from 17 countries in the Mediterranean area and 55 Romanian specialists, 25 of them young people themselves. Very captivating for the foreign specialists was the direct dialogue with the Romanian youngsters during the session "Contest between projects addressing the protection of children and young people's rights". The talks brought to light the need for a direct involvement of young people into the process of their own social integration, the need to get acquainted with alternative methods used in EU states and which could be adapted to the situation in our country. In this context the delegates from Germany and Holland invited 15 Romanian colleagues to visit their countries to get direct experience with the methods used. That is why FICE - Romania intends to organize an exchange which will help our youth understand in an interactive manner the requirements of the acquis communautaire in the field as the straightest way towards our country's accession into the EU. Preparation of the exchange The title and the themes of the project were made known to the FICE offices and their members. Debates will follow in order to identify ways for the improvement of all activities in this field in our country. C) The young members of FICE directly involved in such projects will make proposals regarding the presentation of FICE experience in the field, regarding practical activities to be carried out during the exchange, cross-culture games, etc. The best proposals will be selected by the coordinators of local offices and submitted to FICE main office. The young people to be enrolled in the program will be selected function of the proposals received and also following an interview. The participants selected will afterwards finalize the program and the contents of the exchange. D) Objectives: 1. Analysis of the situation in Romania - scale and reasons 2. Strength and weakness points 3. Presentation of the activity of the various bodies with responsibilities in the field (governmental bodies, local administration, companies, employers, trade unions, the civil society, etc) 4. FICE ROMANIA Campania 19 Zile de prevenire a abuzurilor și violențelor asupra copiilor și tinerilor 1-19 noiembrie 2022 Sinteza conferintei nationale Federaţia Internaţională a Comunităţilor Educative - Secţiunea România (FICE România) realizeaza si in acest an Campania"19 Zile de prevenire a abuzurilor și violențelor asupra copiilor și tinerilor", inițiată în anul 2000 de către Fundația Summitul Femeilor Lumii (World Women’s Summit Foundation), cu sediul la Geneva și la care România, prin FICE România, s-a asociat începând cu anul 2012. Campania 19 Zile de prevenire a abuzurilor și violențelor asupra copiilor și tinerilor se va desfășura în unități de învățământ prescolar,preuniversitar,centre de plasament, cluburi/palate ale copiilor si reprezintă o modalitate deosebit de atractivă de a organiza, acțiuni pentru schimbarea comportamentului social, pentru educarea și mobilizarea copiilor și tinerilor, prin implicarea acestora, împreună cu instituții, organizații și alți parteneri ai societății civile, în prevenirea abuzului, neglijării, bullying-ului, abandonului și absenteismului școlar, a consumului de droguri și alte substanțe nocive, a traficului de persoane etc. Pentru a contribui la crearea unei culturi preventive, la stoparea violenței împotriva copiilor și a tinerilor, la sprijinirea implementării recomandărilor ONU și, nu în ultimul rând, la atingereaobiectivelor de dezvoltare durabilă până în 2030, trebuie să ne unim în acțiuni de colaborare și conlucrare. În acest context FICE- România, ISMB Învățământ preprimar, sector 5 și Grădinița nr. 168 organizează conferința cu tema ,,Solidaritatea umană - concept şi acţiune”, care își propune să dezbată teme reprezentative ce abordează problematica educației și a parteneriatului educațional cu societatea civilă, precum şi promovarea rezultatelor pozitive rezultate din experienţa grădiniţelor sectorului 5 in acest domeniu. De la Solidaritate colegială la Solidaritate umană Conferinţa cu tema „Solidaritatea umană – concept şi acţiune”, organizată împreună cu Inspectoratul Şcolar al Municipiului Bucureşti – învăţământ preprimar sector 5, la Grădiniţa Nr. 168, a avut la bază conceptul de Solidaritate colegială, pe care FICE România l-a iniţiat în urmă cu 15 ani şi pe care-l aplică în mod consecvent. Prezentarea de către prof. Toma Mareş, preşedintele şi fondatorul organizaţiei, în 1990, a esenţei acestui concept şi a modului de concretizare a încununat o reuniune apreciată de participanţi ca interesantă, originală şi încărcată de un umanism din nefericire tot mai puţin sesizabil în societatea de astăzi. Proiectul bazat pe Solidaritate colegială presupune o mână pe care orice copil poate să i-o întindă unui semen al său. Concret, copiii aduc la gărdiniţă sau la şcoală diverse lucruri (încălţăminte, îmbrăcăminte, rechizite, materiale igienico-sanitare, jucării) care, colectate, ajung la alţi copii, cu nevoi curente mai greu de îndeplinit. Mâna întinsă unui coleg poate însemna şi ajutor la lecţii sau în organizarea unui spectacol, aşa cum un gest de acelaşi fel poate fi îndreptat către cineva de o cu totul altă vârstă, dar cu aceeaşi nevoie de sprijin. Elevi din şcolile reşiţene cu posibilităţi material reduse, însoţiţi de cadre didactice şi părinţi au primit cadouri pregătite de colegii lor în cadrul campaniei ajunsă la a 3-a ediţie. Copiii au rămas uimiţi de generozitatea celor care le-au oferit cadouri, unele pachete fiind aproape cât înălţimea lor . Cei mici au primit tot în cadrul acestei campanii şi o masa caldă, iar corul Liceului Teologic Baptist din Reşiţa condus de prof. Cornel Todea a intonat colinde pentru a întregi astfel atmosfera de sărbătoare. Campania a început la sfârşitul lunii noiembrie când profesorii şi-au îndemnat elevii cu posibilităţi materiale bune să -i ajute cu daruri pe colegii lor mai puţin norocoşi în ceea ce priveşte situaţia materială.
